The dilapidated walls of International Harvester’s Wisconsin Steel mill (closed in 1980) encased an Environmental Protection Agency (EPA) federal cleanup site. With the former mill site reaching its twentieth year unused, the EPA not only planned to assess the grounds for the presence of toxins, but would dismantle all remaining steel infrastructure and transport the materials elsewhere for recycling.
